The Westchester County Youth Bureau is pleased to announce the release of the 2026-2028 Invest in Kids Program Request for Proposal. Proposals for consideration will provide innovative, positive youth development services, and opportunities and supports for “at-risk” youth, ages 21 and under.
The Youth Bureau invites community-based, non-profit organizations that have 501(c)(3) tax-exempt status and are in good standing with the New York State Charities Bureau, as well as local Youth Bureaus from across the County, to apply.
The Invest in Kids program focuses on assisting “at risk” youth, ages 21 and under, in 11 urban communities: Elmsford, Greenburgh, Mount Vernon, New Rochelle, Ossining, Peekskill, Port Chester, Sleepy Hollow, Tarrytown, White Plains and Yonkers. However, recent demographic and socio-economic shifts that have been identified throughout Westchester County will expand consideration to youth residing outside of the 11 communities for the 2026-2028 RFP.

Proposals must be delivered in-person and received at the Westchester County Youth Bureau, located at 112 East Post Rd., 3rd Floor, White Plains, NY by September 26, 2025 at 2 p.m. Late and/or incomplete proposals will not be accepted.
Westchester County Executive Ken Jenkins said: “Since 1993, the Invest in Kids program has been one of Westchester County’s most effective mechanisms for providing access to life changing opportunities for our vulnerable youth. This positive youth development model enables young people, together with their families, community and religious leaders, to actively acquire the skills and abilities needed to grow up to be competent, caring and healthy adults.”
Westchester County Youth Bureau Executive Director Ernest McFadden said: “The 2026-28 Invest in Kids RFP is grounded in current research and the collective insights of our community, including the voices of young people themselves. As we confront both longstanding and emerging challenges—especially those affecting youth at the highest risk of disconnection—the Youth Bureau seeks partnerships with organizations committed to strategic collaboration. Our objective is to identify and address the social, emotional, physical, psychological, educational well-being and other barriers influencing young people in Westchester County. Through these partnerships, we aim to implement effective programs that meet critical needs, close service gaps, and create measurable, lasting impact.”
