
Briarcliff Manor and its Local Development Corporation have announced an agreement with a developer to partner on a $55 million revitalization project for the village’s downtown.
Briarhouse LLC has been selected for the project, encompassing 1050 Pleasantville Road and a portion of 1030 Pleasantville Road, that includes a new police station and village court, public parking, a mixed-use residential and commercial development, a public plaza and new recreational trail connections.
This venture will extend the central business district by several hundred feet of frontage, potentially introducing up to half a dozen new retail stores. A series of public information sessions will begin at a special meeting on June 10.
Preliminary designs for the residential component envision two three-story buildings, with a partial fourth floor tucked further back toward the hillside, to minimize visual impacts along Pleasantville Road. Construction is expected to begin in mid-2026 and be completed in 2028.
In 2022, the village acquired the property at 1050 Pleasantville Road — the former site of the Wells Fargo bank — with a vision to modernize municipal facilities, reshape the southern gateway to the downtown, and create new rental units aimed at boosting foot traffic to support local businesses.
The $55 million project will include new public facilities valued at $13.5 million, delivering a return of more than six times Briarcliff’s original $2 million land acquisition, according to the village. The project will return the previously underutilized parcel to the tax rolls and will likely generate over $1 million in various municipal fees, including over $600,000 in recreation fees.
Briarhouse LLC was selected following an evaluation of proposals submitted by five developers. The principals of Briarhouse recently completed a similar project in the Village of Pelham, constructing a new municipal center that is now home to the Pelham’s Police Department, Fire Department, administrative offices, and a new meeting hall.
Under the Land Development Agreement with Briarcliff Manor, Briarhouse will handle the design, engineering, construction, and management of the project in collaboration with the village and its LDC. Briarhouse will fund all project and financing costs and assume all project risks.

The finished project will offer rental housing options for young professionals and seniors, and give long-time residents the chance to downsize or age in place without leaving Briarcliff. Members of the Briarcliff Manor LDC, established in 2024 to oversee these redevelopment efforts, are James Rinzler, Paul Penney, and John Bekisz, as well as Vescio and Deputy Mayor Peter Chatzky, who serve as chair and vice chair.
