Village Manager Bryan Healy has announced the appointment of Nora Nicholson as Director of Operations for the Village of Croton-on-Hudson, effective October 2, 2026. Following final approval from New York State, she will transition to the newly createdAssistant Village Manager position.
Nicholson will work closely with the Village Manager and Village departments on a range of administrative and operational priorities, including project management, interdepartmental coordination, communications, grants and special initiatives.
“Nora brings a strong combination of management experience, project leadership, communication skills and knowledge of the Croton community to this position,” said Healy. “Throughout the interview process, she demonstrated an ability to bring people together, manage complex projects and move work from planning to implementation. I look forward to having her join the Village’s professional staff.”
Nicholson was selected following a competitive recruitment process that attracted 35 candidates. Five candidates were selected for interviews, with finalists participating in additional interviews and a written exercise focused on municipal management and problem-solving.
Nicholson brings more than 20 years of professional experience spanning nonprofit management, corporate operations, fundraising, communications and community partnerships. She currently serves as Director of External Affairs for Westchester Children’s Association. Her previous leadership roles include positions with Volunteer New York!, the Food Bank of Contra Costa and Solano, Help a Mother Out, and Gap Inc.
She holds a bachelor’s degree from the University at Albany and a Master of Public Administration from San Francisco State University.
Nicholson has served on the Croton-on-Hudson Board of Trustees since December 2022. In connection with accepting a staff position with the Village, Nicholson has resigned from the Board of Trustees effective September 18, 2026.
“Serving as a Village Trustee has been one of the great honors of my life,” said Nicholson. “I am incredibly grateful to the residents of Croton for placing their trust in me and giving me the opportunity to serve. I am excited to continue serving the community in a new capacity and to work with Bryan, Village staff and the Board to move important projects forward and continue strengthening the services we provide to residents.”
The Board of Trustees unanimously adopted Local Law No. 15 of 2026 on September 16, 2026, establishing the Assistant Village Manager position. The position is part of the Village’s professional administrative staff and reports to the Village Manager.
“Nora’s experience as a Trustee has given her a strong understanding of the community and the issues facing the Village,” Healy added. “As she moves into this new role, her responsibilities will shift from policymaking as an elected official to implementing the policies and priorities established by the Board and supporting the day-to-day administration of Village government.”
