Project MOVER Launches in Tarrytown and Sleepy Hollow Expands e-Bikeshare Program’s Reach in Hudson Valley Rivertowns

Tarrytown Trustee Thomas Mitchell tests a Project Mover e-bike

The Project MOVER e-bike program marked its launch in the Villages of Tarrytown and Sleepy Hollow with a ceremony on Friday, May 23 adjacent to the Tarrytown Train Station. After a successful pilot season in the Village of Ossining in 2024, the e-bikeshare program has expanded to serve new communities across the Hudson Valley. This season, 300 electric bikes will roll out in a phased launch across the Village of Ossining, Town of Ossining, Croton-on-Hudson, Tarrytown, Sleepy Hollow, and Dobbs Ferry—making it easier than ever for residents and visitors to access safe, sustainable transportation options.

Tarrytown and Sleepy Hollow are the first Villages in the expanded Project MOVER footprint to roll-out the program. During the May 23 launch ceremony, community members and local officials came together to enjoy test rides, discuss the goals of the program, and learn about the system for unlocking and riding bikes between stations throughout the two villages.

Project MOVER is part of a broader regional effort to increase access to clean mobility options and support New York State’s climate goals. Over 106 days, the bikeshare pilot brought 50 e-bikes and 11 hubs to the Village of Ossining, engaging residents and visitors alike in a practical, eco-friendly mobility solution. By the end of the pilot, 1,459 trips had been recorded, averaging over 13 trips per day. Supported by the New York State Energy Research & Development Authority (NYSERDA) through the New York Clean Transportation Prize initiative, the system aims to reduce car trips, improve local air quality, and provide a fun and healthy way to get around.

Tarrytown Mayor Karen Brown said, “Tarrytown is excited to join Sleepy Hollow and Ossining in introducing an alternative way to get around our beautifully hilly Villages. We hope it will be a fun, environmentally-friendly way to get to work, the farmer’s market, to shop downtown and to visit friends and neighbors in the Rivertowns.”

On May 23, Sleepy Hollow Trustee Jared Rodriguez and Tarrytown Trustee David Kim, surrounded by Village officials and project partners, cut the ribbon launching the Project MOVER e-bike program in Sleepy Hollow and Tarrytown at a ceremony adjacent to the Tarrytown Train Station.

Village of Sleepy Hollow Mayor Martin Rutyna commented, “We’re so pleased to mark the launch of Project Mover in Sleepy Hollow and Tarrytown. The program will be an asset both to our residents and to those visiting our historic Villages.”

“This marks a major milestone in expanding micromobility across the Westchester Rivertowns,” said Alex Maccallini, Project Manager at Shared Mobility Inc. “Bikeshare is a powerful connection to jobs, services, retail, and recreation. This expansion strengthens Project MOVER’s broader mission by pairing with initiatives like the E-bike Incentive Program, which makes e-bike ownership more affordable. Together, these tools are transforming how residents, commuters and visitors move, making sustainable, accessible travel options a reality throughout the region.”

“We’ve seen the difference these bikes made in Ossining last year—not just in terms of transportation, but in building stronger, more connected communities,” said Dipesh Dar, COO of Drop Mobility. “This next chapter of Project MOVER is about bringing that energy to even more people, and we’re proud to support this powerful regional vision.”
