Westchester County Executive Ken Jenkins, together with the Westchester County African American Advisory Board (AAAB), announced the findings of Blueprint for Change, a report examining the quality of life of African American residents living in Westchester. The report, which was prepared by Edwards Consulting Group LLC, studied four critical areas: economic development, education, housing, and health and human services. Following the study, the AAAB developed a list of 14 recommendations, detailing how Westchester County Government might adapt policies and programs to improve the lives of Black residents.
Jenkins said: “The African American Advisory Board’s role is to advise the County Executive and the Board of Legislators, and studies like the Blueprint for Change help us gather necessary insights into the potential problems that may influence our residents. I want to thank the African American Advisory Board for taking the time to develop this study, and identify key areas for improvement. Together we will continue to move Westchester County forward, fostering an inclusive and more supportive environment for all, regardless of race, ethnicity or economic status.”

The first edition of Blueprint for Change was released in 2010. Recommendations resulting from the second edition of Blueprint for Change are as follows:
Economic Development
- Support the County’s effort to create and maintain a diverse workforce reflective of Westchester’s population, by increasing public awareness of available managerial and leadership positions.
- Recommend the County partner with state and local departments of labor and other unions to establish internships and educational pipelines to careers in climate change and energy, construction and other related industries.
Housing
- Advocate for continued investment in housing programs that reduce the cost burden of rental and homeownership properties for eligible residents, as well as expanding affordable housing opportunities in various communities.
Education
- Encourage County government to bring together stakeholders with the ability to transform public education, identifying alternative models that produce higher performance outcomes for all students.
- Bring together leaders from the business sector to create more pipelines from high school to careers in the workforce, or institutions for higher learning.
