Project MOVER Pilots New York’s First E-Bike Incentive Program

Shared Mobility Inc. (SMI), in collaboration with EIT InnoEnergy, Nelson\Nygaard, Cityfi and the Village of Ossining, announced the launch of Project MOVER’s Pilot E-Bike Incentive Program. This groundbreaking initiative provides significant discounts for low-income residents to help bridge the cost of e-bike ownership, making affordable, clean transportation accessible to those who need it most.

The pilot program, initially launching in the Village of Ossining, will offer a point-of-sale voucher covering $1,000 off the cost of select e-bikes, along with critical safety equipment. Following insights gained from the pilot, the program aims to expand to select neighboring communities in Westchester County. Eligible e-bikes through the program must be purchased from a participating local e-bike retailer and meet all state and local regulations on consumer e-bike safety standards.

“Affordable transportation is the foundation of thriving communities,” said Tyler Madell, Program Director, SMI. “This is a model of fairness, empowering low-income individuals with sustainable mobility options.”

The Pilot Incentive program is one of three flagship programs of Project MOVER, funded by the New York State Energy Research and Development Authority (NYSERDA) Clean Transportation Prize initiative. Serving the Rivertown communities of Ossining (Town and Village), Tarrytown, Sleepy Hollow, Croton-on-Hudson, and Dobbs Ferry, Project MOVER offers transformative, affordable active transportation options and plans to scale as interest grows. The other flagship programs include a recently deployed e-bikeshare and a long-term bike lending library that is currently in the planning stages. These e-bike access programs will be complemented by community-informed outreach and education around safe riding and battery charging practices.

“We know bikeshare has limitations that prevent it from being a viable choice for some people‘s trips,” said Dru van Hengel, Senior Principal at Nelson\Nygaard. “The Project MOVER e-bike incentive program creates an opportunity for people living with low income to have access to a high quality transportation option with low ongoing  costs.”

E-bikes offer unmatched benefits: reducing traffic, improving air quality, and promoting healthier lifestyles. Riders gain an eco-friendly, cost-effective alternative for everyday travel. This program aligns with New York’s strategy to decarbonize transportation and create sustainable, livable communities.

Participants will receive not only a $1,000 discount for UL-certified e-bike but also funding for a helmet.  Additionally, each participant will undergo a safety education program led by Croton E-Bikes, equipping them with the knowledge for safe and responsible riding.

“E-bikes are game changers for people to get around,” said Riley Moeller, owner of Croton E-Bikes. “As part of that, providing affordable and certified bikes is our #1 priority.”

The pilot will initially focus on the Village of Ossining, and if successful, will be fully launched in participating Rivertown communities along the Hudson River later in the project. There is a limited quantity of vouchers available for the pilot phase, so early sign-ups are encouraged.
