Waterfront Developer And Village Reach Agreement

In two December Village Trustee meetings, Mayor Drew Fixell announced a final agreement between developer Joe Cotter of National RE/Sources and the Village.

Major in consequence is the new agreement to totally remove the Asphalt plant from the area rather than simply moving it back from the riverfront. The plant will now be moved out of the area at no expense to the Village. Next, a new Police Station and Village Hall will now be controlled in design and construction by the Village and will move back across the tracks to the current Police Station area. The contractor will contribute $1 million to this new construction and this will be added to the original $4.2 million already earmarked for the project by referendum.

The agreement for a 37,500 sq. ft. Aquatic Center will be changed to a smaller size of 22,500 sq. ft. Like the original agreement, the developer will build the Center at no cost to the Village. The agreement calls for the contractor to provide $1,000,000 to the Village to help defray operating expenses for the Aquatic Center. Next, within 60 days of Site Plan approval the developer will construct a needed addition to the Senior Center and will also provide a new DPW building with a 13,000 sq. ft. yard.

In another move that is long overdue, the developer will buy the old Village Hall on Wildey Street for $750,000 and construct 12 moderate housing units on the site. In addition, $1,000,000 will be paid for the transfer of 4 parcels of land in consideration of incentives under the Village Zoning Ordinance. To maximize Village and school revenues, all town houses at the Ferry Landing site are to be sold as single family homes. The original agreement did not make this specification.

Lastly, the developer has agreed to provide the Village with waterfront parkland that will now be set back between 100 and 150 ft. from the shoreline as opposed to the original plan for 60-80 ft. The proposed use of all the funds coming in will be as follows: $1,000,000 for Village Hall, $1,000,000

for an endowment to cover operating costs for the new Aquatic Center, $500,000 for Waterfront improvements and $250,000 for Downtown parking improvements.
