Never Too Old For Something New, Senior Housing For Sleepy Hollow

Starting this fall, construction will begin on a new senior housing development on Valley Street in Sleepy Hollow. This low-income housing structure will stand just across from Margotta Court and add much needed living space for local seniors.

The still un-named project is the brain-child of Westchester Management Group, a subsidiary of North Tarrytown Housing Authority, along with the Village of Sleepy Hollow, Westchester County, and Mountco, a construction and development corporation with a renowned history of providing affordable housing for senior citizens throughout New York. Along with funding from the Division of Housing and Community Renewal (DHCR) and Housing and Urban Development (HUD) among others, this project has had much support getting off the ground. "The village has wanted this project…there is a real desire," says Ken Gentile, Executive Director of North Tarrytown Housing Authority.

The new building will have 65 total units composed of 64 single-bedroom apartments for seniors and a 2-bedroom for the building’s superintendent. Each room will be spacious and come complete with walk-in closet, living room, kitchen area, and bathroom. The building, as a whole, will have a community room with a kitchen, gated 2-story parking with an entire level reserved for tenants, 2 terraces on the second floor, and a laundry room. Utilities such as water, heat, and trash pick-up will be free of charge for tenants.

"The idea is to keep [the senior housing project] affordable," says Mr. Gentile. This project, although much needed, will only put a dent in the demand for affordable local housing. "You can’t build enough," says Neil Connuck, Senior Project Manager for Mountco. "No one wants to build these kind of buildings and it’s tough finding locations too," adds Gentile.

Margotta Court will also be aiding in these problems by moving single seniors that occupy 2-bedroom apartments into the single-bedroom apartments of the new structure upon completion. These tenants will have first choice at the new apartments. The rest of the units will be distributed among eligible applicants in the form of a lottery. When the lottery will be held has yet to be determined.

Ultimately, this senior housing project will benefit both the senior community and the village. Not only will seniors have much more available living space but the village will receive revenue in the form of a PILOT (Payment in Lieu of Taxes). Also, the first floor of the parking infrastructure will provide revenue as public parking. Actual construction is expected to begin in October.
